''I have an all-American attitude . . . that it doesn't matter what class you come from or how smart you are, anything is possible.'' Young American women who share that belief will begin competing tonight on ABC's All American Girl (9 p.m. ET/PT), a 13-episode reality series designed to test brains, beauty, artistic and athletic skills to determine ''the ultimate American dream girl.'' After national auditions, Halliwell, former NBA player John Salley and producer Suzanne de Passe (Lonesome Dove) will narrow a field of 45 down to 15. As coaches take on the beauty pageant, the three will each advise a team of five women as they compete, with the coaches and then viewers eliminating contestants. Halliwell, 30, got involved through former Spice Girls manager Simon Fuller, whose 19 Entertainment produces both All American Girl and American Idol. The former Ginger Spice, now a blonde, says she gets along well with Fuller, calling the girl group's 1997 firing of its manager ''water under the bridge.'' The five women who made up the Spice Girls, a group that enjoyed international success with young fans, recently got together socially, but Halliwell says there won't be a reunion performance. She has her own recording plans. She has finished the writing for her third solo album, which is scheduled for summer release. ''Because I'm Spanish, I think it will have very much those roots.'' In the meantime, the singer will offer Oscar fashion commentary for ABC's L.A. station, KABC, and on other network affiliates through syndication. ''I wouldn't say I'm the greatest expert of fashion, but I know what I like and I can appreciate certain designers,'' says Halliwell.
